Químico Industrial, Pós-Graduação em Engenharia Sanitária e Ambiental, funcionário da CAGECE há 44 anos, onde ocupou vários cargos de gestão inclusive o de Diretor de Unidades de Negócios do Interior, foi conselheiro do Conselho Estadual de Recursos Hídricos do Ceará – CONERH, hoje é Assessor da Presidência da Cagece.
Especialista em Saneamento Rural, é Coordenador Adjunto da Câmara Temática de Saneamento Rural da ABES e membro câmara Técnica de saneamento rural da AESBE.
Implantou na Cagece o Programa de Saneamento Rural do Estado do Ceará através dos financiamentos do Banco alemão – KfW e Banco Mundial – Bird, consolidou e replicou o modelo de gestão SISAR – Sistema Integrado de Saneamento Rural em todo o Estado do Ceará. Já palestrou sobre Saneamento Rural para países da América Latina, África e Ásia. Participa das missões Brasileiras através do programa de parcerias Tripartites Sul – Sul entre Brasil, Unicef e países da África. Recebeu homenagens nacionais e internacionais pelos relevantes serviços prestados ao Saneamento Rural.
Industrial Chemist with a postgraduate degree in Sanitary and Environmental Engineering, Helder has been with CAGECE for 44 years, where he has held several management positions, including Director of Interior Business Units. He also served as a board member of the Ceará State Water Resources Council (CONERH) and currently works as an Advisor to the Presidency of CAGECE.
Specialist in rural sanitation, he is Deputy Coordinator of the Rural Sanitation Thematic Chamber at ABES and a member of the Rural Sanitation Technical Chamber at AESBE.
At CAGECE, he implemented the Rural Sanitation Program for the State of Ceará through financing from the German Development Bank (KfW) and the World Bank (IBRD). He also consolidated and scaled up the SISAR management model (Integrated Rural Sanitation System) across the entire state. He has delivered lectures on rural sanitation in countries across Latin America, Africa, and Asia, and participates in Brazilian missions through the South-South Trilateral Cooperation Program involving Brazil, UNICEF, and African countries. He has received both national and international recognition for his significant contributions to rural sanitation.
