É servidor público federal desde 2010, da carreira de Especialista em Recursos Hídricos e Saneamento Básico da Agência Nacional de Águas e Saneamento Básico (ANA).
Titular da Superintendência de Regulação de Usos de Recursos Hídricos da ANA, exerceu mandato de Diretor Interino da Agência em 2024 e 2025.
É graduado em Engenharia Agrícola pela Universidade Federal de Viçosa, com especialização em Engenharia de Irrigação pela Universidade de Brasília e Reino da Espanha e mestre em Tecnologia Ambiental e Recursos Hídricos pela Universidade de Brasília. Pesquisador visitante do Australian Rivers Institute da Universidade de Griffith/Austrália (2018).
Atuou na área de agricultura irrigada de 1985 a 1999 e no Ministério do Meio Ambiente (MMA) de 2000 a 2010, tendo exercido o cargo de Diretor de Recursos Hídricos da Secretaria Nacional de Recursos Hídricos e Ambiente Urbano (SRHU/MMA) em 2010. No período de 2020 a 2022 foi Superintendente de Recursos Hídricos e Saneamento da Secretaria de Meio Ambiente e Desenvolvimento Sustentável do Estado de Goiás (SEMAD/GO).
Foi membro do Conselho Nacional de Recursos Hídricos, do Conselho Estadual de Recursos Hídricos de Goiás, do Comitê da Bacia Hidrográfica do Rio São Francisco e do Comitê da Bacia Hidrográfica do Rio Paranaíba.
Na esfera de cooperação internacional atuou na Convenção das Nações Unidas de Combate à Desertificação (UNCCD), no desenvolvimento das Contas Econômicas Ambientais da Água no Brasil em cooperação com a Divisão de Estatística do Departamento de Assuntos Econômicos e Sociais das Nações Unidas (UN DESA), e na cooperação entre a ANA e o Governo da Austrália (MoU ANA-DFAT/AUD).
He has been a federal public servant since 2010, belonging to the career track of Water Resources and Basic Sanitation Specialist at the Brazilian National Water and Basic Sanitation Agency (ANA).
Currently serving as Superintendent of Water Resources Use Regulation at ANA, he also held the position of Acting Director of the Agency in 2024 and 2025.
He holds a degree in Agricultural Engineering from the Federal University of Viçosa, a specialization in Irrigation Engineering from the University of Brasília and the Kingdom of Spain, and a Master’s degree in Environmental Technology and Water Resources from the University of Brasília. He was a visiting researcher at the Australian Rivers Institute of Griffith University, Australia (2018).
He worked in the irrigated agriculture sector from 1985 to 1999 and at the Ministry of the Environment (MMA) from 2000 to 2010, where he served as Director of Water Resources at the National Secretariat for Water Resources and Urban Environment (SRHU/MMA) in 2010. From 2020 to 2022, he was Superintendent of Water Resources and Sanitation at the Secretariat for Environment and Sustainable Development of the State of Goiás (SEMAD/GO).
He has served as a member of the National Water Resources Council, the Goiás State Water Resources Council, the São Francisco River Basin Committee, and the Paranaíba River Basin Committee.
In the field of international cooperation, he worked with the United Nations Convention to Combat Desertification (UNCCD), contributed to the development of Environmental-Economic Water Accounts in Brazil in cooperation with the Statistics Division of the United Nations Department of Economic and Social Affairs (UN DESA), and participated in cooperation initiatives between ANA and the Government of Australia (MoU ANA-DFAT/AUD).
