Graduated, Postgraduate, Master’s, Ph.D., and Postdoctoral (qualification), he is a Full Professor in the Scientific Area of Systems Engineering at the Department of Engineering and Industrial Management of the Lusophone University, Portugal. He is a researcher at the Research Center for Asset Management and Systems Engineering (RCM2+), the Public Utility Research Center (PURC) at the University of Florida, and the Center of Local Government (CLG) at the University of New England in Australia, where he is a visiting professor at the Business School. His areas of expertise include public services regulation, performance assessment, project management, acquisitions, particularly public-private partnerships, and infrastructure services. He is the author of over 700 scientific publications in several countries, including 14 books and two theses and over 270 refereed journal articles. He has also produced over 500 technical reports. Currently, he is a consultant for the World Bank and the Asian Development Bank (ADB) and in the past has collaborated with other international organizations such as the European Investment Bank, the European Union, the United Nations, and the Millennium Challenge Corporation, as well as with other government entities and public and private companies from various countries. He has worked in over 50 countries on five continents.
