Marcel Costa Sanches

Marcel Costa Sanches holds a degree in Civil Engineering, with advanced studies in public services regulation from the Warrington College of Business at the University of Florida (USA), the London School of Economics and Political Science – LSE (UK), and the Instituto Superior Técnico of the University of Lisbon (Portugal). He is a CP3P®-F certified professional in PPP modeling and public service concessions by APMG/World Bank. A career employee at the Basic Sanitation Company of the State of São Paulo – SABESP, he has a professional background focused on the formulation, implementation, and monitoring of public policies in basic sanitation, urban infrastructure, and housing. Currently, he serves as the Superintendent of Regulatory Affairs at SABESP since March 2016, highlighting his coordination of contracting processes with municipalities, technical and economic regulation, regulatory oversight, and tariff reviews. He is a Governor of the World Water Council, Secretary-General of the Brazilian Association of Sanitary and Environmental Engineering – ABES (Brazil), and a member of the State Sanitation Council – CONESAN (SP).
