Franz Rojas-Ortuste is Director of Water and Sanitation Analysis Division at CAF -development bank of Latin America and the Caribbean, leading business intelligence and the inception and design of water and sanitation projects, knowledge management and the international water agenda. Chair of the Water Finance Coalition (WFC). Invited member of the Technical Committee (TEC) of the Global Water Partnership. Chair of the Task-Force on Financing of the World Water Council 2019-2022 and 2023-2025.
Ph.D. in Government and Public Policy; Master of Science in Hydraulic Engineering and Suma Cum Laude Civil Engineer from UNAM-Mexico. Franz has over 30 years of professional experience in the Water Sector in LAC, Asia and Africa. He worked for the World Bank as Bolivia Country Coordinator of the Water and Sanitation Program (WSP) (2015-2016); Water Senior Advisor for the German International Cooperation GIZ in Peru and formerly in Bolivia (2000-2011). Franz led the Water and Sanitation Regulatory Entity of Bolivia by Presidential appointment. Manager of Basic Engineering and Technical Standards, and previously Deputy Manager of Studies and Projects at CONAGUA-Mexico for ten years (1989-1998).
